The sixth annual rating of the 50 most influential people in the oil and gas industry of Kazakhstan

In 2022, KAZSERVICE magazine traditionally presents its
Annual rating of influential people in the oil and gas industry of Kazakhstan.
This rating is based solely on the opinions and assessments received from experts and representatives of the domestic
oil and gas industry of the country following a survey.

How were the rating participants assessed?
More than 30 experts were involved, including experienced journalists, analysts, employees of consulting agencies, as well as representatives of large companies. They were offered a list of 99 potential rating candidates for an objective assessment of candidates by their level of influence in the industry.

Criteria such as the value of the company, its share in the oil production market, taxes paid to the budget, the number of qualified employees, as well as the social and economic significance of companies in the industry were taken into account.

The position held by the candidate is an important factor that has a great impact on the sector. This year, there have been a number of personnel changes that directly affected the positions of the candidates.

1 Bolat Akchulakov

The sixth annual rating was topped this time by Bolat Akchulakov. Since January of this year, Bolat Akchulakov was appointed Minister of Energy of the Republic of Kazakhstan.

He personally participated in the work of the meetings on the OPEC+ deal, negotiating the preservation of the special status of Kazakh oil within the framework of Western sanctions against the Russian Federation. He approved the Roadmap for the development of Kazakhstan's oilfield services.
2 Magzum MIRZAGALIYEV

As an Advisor to the President of the Republic of Kazakhstan, he oversaw energy issues. In April 2022, he was appointed Chairman of the Board of JSC NC KazMunayGas.
3 Timur KULIBAYEV

Timur Kulibayev, who had topped this rating for several years in a row, dropped to third place. This is due to his resignation from the post of Chairman of the Presidium of the NCE RK "ATAMEKEN", the transfer of his share in the largest company in the fuel and lubricants market, Petrosun LLC, to JSC NC "KazMunayGas", as well as the sale of a share in JSC "KazAzot".
Nevertheless, Timur Kulibayev is still the beneficiary of a dozen companies in the oil and gas business, including oil and gas production, oilfield services and the production of oil and gas machinery.
4 Nurlan NOGAEV

Despite a decrease of one position compared to last year's rating, it is worth noting that for the first time in the history of the rating, a representative of the local executive authority, the Akim of the Mangistau region, is included in it.
Nurlan Nogayev made a significant contribution to the resolution of social conflicts in the Mangistau region. Also, according to sources, from now on all important social and labor issues of employees of subsidiaries of JSC NC KazMunayGas are subject to approval by the head of the Mangistau region.
5 Beket IZBASTIN

The authorized body headed by him, represented by PSA LLP, monitors and optimizes costs on the Kashagan, Karachaganak and Dunga field projects.
For example, for violations of procurement procedures for the construction of a sea channel in the Northern Caspian, PSA LLP set these costs as non-reimbursable from Kazakh oil.
6 Murat ZHUREBEKOV

First Vice Minister of Energy of the Republic of Kazakhstan Murat Zhurebekov distinguished himself with a spring trip to the United States to resolve issues of the special status of oil pipeline routes and Kazakh oil.

He also took direct part in negotiations on additional processing of Karachaganak raw gas in the amount of 1.8 billion m3 for the domestic market of the country, as well as in negotiations with Sibur Holding on participation in the polyethylene project.
7 Serikkali BREKESHEV

Since September 2021, he was appointed Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan. He took direct part in the development of the National Project for the Development of the Geological Exploration Industry of the Republic of Kazakhstan for 2021-2025.
8 Asset MAGAUOV

By rightfully holding the position of Vice Minister of Energy of the Republic of Kazakhstan, he is responsible for the stabilization of prices for fuel and lubricants, as well as the development of new differentiated tariffs for diesel fuel.
9 Kenzhebek IBRASHEV

Since April 2021, he has held the position of General Director of the KAZENERGY Association and is the Chairman of the Oil and Gas Industry Committee of the Presidium of the ATAMEKEN NCE.
Over the years, Ibrashev headed the Authorized Body of PSA, JSC RD KazMunayGas, JSC KazMunayteniz and JSC Kazakhstan Caspian Shelf.

10 Uzakbay KARABALIN

Uzakbay Karabalin is one of the most honorable veteran oil workers in Kazakhstan. He began his career with research work, was engaged in science, then in different years headed large oil and gas companies, the Ministry of Oil and Gas of the Republic of Kazakhstan.
Later, he held the position of First Vice Minister of Energy of the Republic of Kazakhstan. He is a member of the Board of Directors of JSC NC KazMunayGas and Deputy Chairman of the KAZENERGY Association.
11 Kevin LYON

Since February 1, 2021, Kevin Lyon has been appointed the new head of the largest oil producing company and the largest taxpayer in Kazakhstan - Tengizchevroil LLP.
According to the results of the first half of the year, Tengizchevroil LLP increased its production by 6%. Moreover, since February of this year, the wages of all shift workers of the operator and contracting companies have been increased by 50%.
12 Askhat KHASENOV

In January of this year, Askhat Khasenov was appointed Vice Minister of Energy of the Republic of Kazakhstan. In his new position, he defends the interests of Kazakhstani business with oil producing companies. New contracts have been concluded for twelve hydrocarbon sites as part of auctions.
13 Kurmangazy ISKAZIEV

Deputy Chairman of JSC NC KazMunayGas for exploration and production in the oil and gas industry, he has established himself as an effective manager. Since his appointment, he has been deeply involved in complex social and production issues of oil workers in the western region of the country.
14 Olivier LAZAR

The former head of the Shell concern in Kazakhstan was appointed Managing Director of NCOC N.V., the operator of the largest Kashagan field, on August 1, 2021. Total investments in the Kashagan project have exceeded 70 billion US dollars over the entire period.

Under his leadership, scheduled maintenance work at the Kashagan field was successfully completed ahead of schedule.
15 Giancarlo RUIU

Since April 2021, Giancarlo Ruiu has been successfully managing Karachaganak Petroleum Operating. Under his leadership, the Karachaganak Expansion Project (PKP-1) was launched, and the necessary conditions for updating the local content policy were created.
16 Sanzhar ZHARKESHOV

Since March 2022, he has been the Chairman of the Management Board of QazaqGaz NC JSC. He has extensive international management experience in the oil and gas sector. Since his appointment, he has conducted an audit in the national company, achieved priority right status for gas and gas condensate contracts, and is actively engaged in the transformation of the company he heads.

17 Alibek ZHAMAUOV

As Deputy General Director for Contracts, Implementation and Audit of Oil Operations Accounts at PSA LLP, Alibek Zhamauov oversees all key issues related to the Karachaganak and North Caspian (Kashagan) projects. He actively defends the interests of developing Kazakhstani content in these projects.
18 Zhanat ZHAKHMETOVA

Zhanat Zhakhmetova, Vice Minister of Energy of the Republic of Kazakhstan, oversees issues of digitalization and automation of the country's energy sector. Under her leadership, ongoing work is underway to digitalize the fuel and energy complex of Kazakhstan. This year, the information system for accounting for oil and gas condensate of organizations (ISUN) was launched, carrying out more than 60% of the total oil production and refining.
With the support of the Ministry of Energy of the Republic of Kazakhstan, the digital platform of the Chevron Direct Investment Fund for submitting applications for financing investment projects was launched.

19 Talgat KURMANBAYEV

By the decision of the Board of Directors in February of this year, he was appointed Chairman of the Management Board of JSC KazTransOil. Talgat Kurmanbayev in different years held senior positions in JSC NC KazMunayGas, JSC SWF Samruk-Kazyna, LLP KazMunayGas-Aero, as well as in the Ministry of Energy of the Republic of Kazakhstan.
In the reporting period, for the first half of the year, 19.959 million tons of oil were transported through the main pipeline system of JSC KazTransOil.
20 Maksat IBAGAROV

Maksat Ibagarov went through all stages of production at JSC OzenMunaiGas, and also held the post of Akim of Zhanaozen. In April of this year, he was appointed General Director of JSC OzenMunaiGas. Currently, this company employs more than 9,000 people. It is worth noting that JSC OzenMunaiGas has the largest staff among oil producing companies in Kazakhstan.
21 Yesen KAIRZHAN

Since January 2020, he has been working as the Chairman of the Board of JSC EmbaMunaiGas. This year, the company increased hydrocarbon production by 4?5% in the first half of 2022 and plans to further increase production.
22 Dauren KARABAEV

In February 2022, he was appointed Deputy Chairman of the Board of JSC NC KazMunayGas for Economics and Finance. He has extensive experience in finance and will be bringing the national company to an IPO, which is a very important task.
23 Dastan ABDULGAFAROV

He has 19 years of experience in the group of companies of JSC NC KazMunayGas. As Deputy Chairman of the Board for Strategy, Investments and Business Development of the national company, he is responsible for the company's strategically important areas.
24 Arman KAIRDENOV

In May of this year, he was appointed Deputy Chairman of the Board of JSC NC KazMunayGas for Oil Refining and Petrochemicals. Arman Kairdenov will be responsible for the activities of oil refineries and the development of petrochemicals. 25 Murat MUNBAEV

Deputy Chairman of JSC NC KazMunayGas for major oil and gas projects. Murat Munbayev will have to conduct many negotiations in the interests of the country on the projects of the Tengiz, Kashagan and Karachaganak fields. Murat has more than 15 years of experience in international companies in the oil and gas sector.
26 Bulat ZAKIROV

In May 2022, he was appointed Deputy Chairman of the Board of JSC NC KazMunayGas for oil transportation, international projects and construction of the Saryarka gas pipeline. Over the years, he held senior positions in KMG - TransCaspian LLP and KazTransOil JSC. He is entrusted with a lot of work on developing additional routes for oil transportation.
27 Murat DOSMURATOV

Murat Dosmuratov supervised the commissioning of the Rominserv SRL branch in the Republic of Kazakhstan (isomerization unit of Pavlodar Oil Chemistry Refinery). Over the years, he held senior positions in JSC NC KazMunayGas, KPI Inc. LLP and KLPE LLP.
In accordance with the decision of the general meeting of participants, in July of this year he was appointed General Director of Atyrau Oil Refinery LLP.
28 Rashid ZHAKSYLYKOV

An active supporter of the development of Kazakhstani content, he is the Chairman of the Presidium of the Union of Oilfield Service Companies of Kazakhstan, which unites about 180 specialized companies. He takes direct part in the negotiation processes with large operators, representing the interests of local and foreign contractors. With his assistance, various consortiums and joint ventures between foreign and Kazakhstani companies were created. 29 WEI YUXIANG

Wei Yuxiang heads JSC CNPC-Aktobemunaigas, one of the largest oil producing companies in the Aktobe region. In 2022, CNPC celebrates the 25th anniversary of its investment in the Aktobe project. Since 1997, the company has produced over 144 million tons of oil and 80 billion m3 of associated petroleum and natural gas. This year, the largest contract No. 76 expires, and negotiations are underway to extend the terms.
30 Daniyar TIIESOV

Currently, he is the Chairman of the Board of KPI Inc. LLP. Daniyar Tiiesov is responsible for the launch of the largest polypropylene production plant with a capacity of up to 0.5 million tons per year, the launch of gas chemical projects for the production of synthetic rubbers, isobutane, and the construction of a gas processing plant in Tengiz. He is also responsible for the implementation of a joint project for the production of polyethylene with Sibur Holding, as well as for the construction of the Zhanaozen Gas Processing Plant.
31 Dauletzhan KHASANOV

He is the General Director of Mangistaumunaigas JSC, one of the largest oil producing companies in Kazakhstan in terms of production volumes. Mangistaumunaigas JSC is one of the three largest taxpayers in Kazakhstan. In 2021, the company produced 5.9 million tons of oil and paid taxes in the amount of 290 billion tenge. Dauletzhan Khasanov previously headed JSC CNPC-Aidan Munai and Buzachi Operating Ltd.
32 Derek MAGNESS

Derek Magness has been appointed the new Managing Director of Chevron's Eurasian Business Unit (EBU). Effective January 1, 2022, he succeeds John Baltz, who has held this position since 2018. Derek Magness joined Chevron in 1997 as a surface structures engineer. He then held a number of responsible and managerial positions at Chevron in South Africa, Angola, Poland, the UK and the USA. Derek Magness also worked in Kazakhstan as Deputy Managing Director of EBU in 2009-2012.
33 Ermek MARABAEV

He holds the position of Deputy Managing Director of NCOC N.V., the operator of the largest Kashagan field. He is a hereditary oilman with 35 years of experience in various oil and gas projects in Kazakhstan. As part of the Supplier Improvement Program, he is actively developing Kazakhstani content in projects implemented by NCOC.
34 Kuanysh KUDAIBERGENOV

Kuanysh Kudaibergenov holds the position of Deputy General Director of Karachaganak Petroleum Operating. From 2017 to 2021, he held the position of Director of the Oil Industry Development Department of the Ministry of Energy of the Republic of Kazakhstan.
At various times, he held various positions in the companies KMG-Kansu Operating LLP, Rompetrol S.A., NC KazMunayGas JSC, Caspian Meruerty Operating Company B.V., MNC KazMunayTeniz, Integra CJSC.
35 Konilkosh SUESINOV

On June 1, 2022, Konilkosh Suesinov was appointed Deputy General Director of the largest oil producing company, Tengizchevroil LLP. His appointment is based on his extensive international experience in oil projects in senior positions from JSC NC KazMunayGas.
Since his appointment, he has been actively involved in solving problematic issues of interaction between Tengizchevroil LLP and contractors and increasing Kazakhstani content.
36 Luciano VASQUEZ

Since August 2020, he has held the post of head of the Italian company Eni in Kazakhstan and Central Asia. Over the years, he worked in senior positions in the North Caspian and Karachaganak projects. In Kazakhstan, Eni is a joint operator of the Karachaganak field (29.25%), Isatay Operating Company (50%), Abai (50%), and a shareholder in the North Caspian project (16.81%). Eni accounts for 7.1% of oil production in Kazakhstan.
37 Bian DYZHI

As the head of CNPC International in Kazakhstan, he oversees a number of large oil producing assets (Aktobemunaigas JSC, Northern Buzachi, KAM, CNPC-Aidan Munai JSC, 67% in PetroKazakhstan, 50% in MangistauMunaiGas JSC, 8.33% in NCOC) and trunk pipelines in the country. 39 Sergey KAN

A businessman from the Kazakhstan Forbes list owns shares in IK KGNT LLP, the largest Kazakhstani engineering company, in Bolashak-Atyrau LLP (the largest recruiting agency) and Caspian Offshore Construction LLP (sea vessels). He owns half of the shipping company Circle Maritime Invest JSC, shares in the Rixos Almaty hotel and Teniz Star LLP. He also owns 50% of the Kazakh Institute of Oil and Gas JSC.

40 Daniyar ABULGAZIN

This year, Daniyar Abulgazin dropped in the rating due to the loss of the post of Chairman of the Oil Industry Committee of the Presidium of the Atameken National Chamber of Entrepreneurs and the transfer of the share of Petrosun LLP to JSC NC KazMunayGas.
Nevertheless, he still owns ADD Trade LLP and Arion Invest Commerce LLP, has shares in Jibek joly Cargo LLP (container transportation), Gas Energy Trade LLP, Prime Case LLP (Qazaq Oil gas station network).
41 Dzhambulat SARSENOV

He is the Deputy Chairman of the KAZENERGY Association. He was appointed Vice President for Marketing and a member of the Executive Committee of the World Petroleum Council. Concurrently, he is the Chairman of the Pharmaceutical, Medical Industry and Medical Services Committee of the Presidium of the Atameken National Chamber of Entrepreneurs.
42 Serikzhan SEITZHANOV

Serikzhan Seitzhanov is the head of SOUTH-OIL LLP. The Seitzhanov family also owns 100% of the Ontustik holding, which includes the Smart Oil drilling company, the Munai Kurylys Service construction company, and the Standard Cement plant. Serikzhan Seitzhanov has been actively involved in obtaining subsoil use rights for oil and gas sites for the second year.
43 Erkin TATISHEV

Co-owner and chairman of the board of directors of Kusto Group, controlling stakeholder in United Minerals Group Limited. Owns shares in the production asset of KazPetrolGroup. At the July 2022 auction for subsoil use rights for oil and gas sites, the Tumar Petrol company controlled by the Tatishev family acquired three oil and gas sites: Zhaiyk, Kokbulak, and Sarylan.
44 Baltabek KUANDYKOV

He is considered one of the brightest representatives of veteran oil workers. He is the head of the Kazakhstan Society of Oil Geologists and has a doctorate in geological and mineralogical sciences. The oil company Meridian Petroleum, headed by him, announced the discovery of a large field at the Tepke site in the Beineu district of the Mangistau region in early 2022.
45 Ibrahim AKDRASHEV

Owner of Neftestroyservis LTD LLP, which carries out construction and installation work and services mainly in the Tengiz region. The company includes Consolidated Contractors-Kazakhstan LLP, CIS Kashagan LLP, Kentz Kazakhstan LLP and KazakhNefteGazService LLP. It also owns the trading company Karat LLP. Despite the pandemic, the company has retained jobs and employs more than 5,000 people.

46 Michael CRAILEY

He holds the position of Director of the Future Growth Project - Tengiz Wellhead Pressure Management Project (FGP-WPMP). The project budget was increased from 37 to 45 billion US dollars. Due to the pandemic, the launch of the expansion facilities at Tengiz was postponed by three and seven months, respectively. The projected launch date of the WPMP facilities is March 2023, FGP - November 2023.

47 Aibek KRAMBAYEV

In 2021, he was appointed Advisor to the General Director of Tengizchevroil LLP. Representatives of domestic business note that with his arrival, the policy of supporting Kazakhstani business has strengthened. He has extensive experience in senior positions in the Authorized Body "PSA".

48 Askhat DUISALIYEV

Askhat Duisaliev has extensive management experience in the field of oil services, is a member of the Board of Directors of JSC MangistauMunayGas and Director of the Department of Oil Services and Hydrocarbon Utilization Projects of JSC NC KazMunayGas. Previously, he worked as the president of the largest Kazakhstani drilling holding "KazPetroDrilling", providing oilfield services at the Uzen, Emba, Dunga and Ansagan fields. 49 Mukhtar MANKEYEV

Mukhtar Mankeyev has been appointed General Director of JSC Information and Analytical Center for Oil and Gas, a subsidiary of the Ministry of Energy of the Republic of Kazakhstan, responsible for the daily collection and analysis of information on oil and gas production and the production of petroleum products. In his previous positions, he has proven himself to be an experienced manager, reformer and crisis manager.

50 Almas KUDAIBERGEN

The oilfield services holding company "Centrasia Group" controlled by him provides services in large oil projects in Kazakhstan, Russia, Turkey and Georgia. He is also a co-founder of the Union of Oilfield Services Companies of Kazakhstan, Chairman of the Council of the Association of Alumni of the Presidential Scholarship "Bolashak" and a member of the YPO organization.
